Francisco J. Dox-Millán initially joined the firm’s Corporate & Banking Law Department as an associate in 2010. Mr. Dox graduated magna cum laude from the University of Puerto Rico’s College of Natural Sciences before attending the University of Puerto Rico Law School, where he was Editor of the Law Review and Co-Founder and Editor of the University of Puerto Rico Business Law Journal.
In 2013, Mr. Dox joined the Administration of former Governor Alejandro J. García-Padilla, as Deputy Advisor to the Governor on Federal Affairs. In this role, Mr. Dox worked as a liaison between the Federal Government, Puerto Rico agencies, and the Governor's Office. Mr. Dox engaged federal agencies on behalf of the Commonwealth regarding a wide array of public policy matters, including the U.S. Departments of Health, Agriculture, Commerce, and Treasury, as well as federal dependencies with presence in Puerto Rico such as the U.S. Army Corps of Engineers, the Centers for Medicare and Medicaid Services, the Centers for Disease Control and Prevention, and the Federal Energy Regulatory Commission.
A substantial portion of Mr. Dox's practice in government focused on the application of the Patient Protection and Affordable Care Act (ACA) in Puerto Rico. In this role, Mr. Dox has interacted with federal and Puerto Rico government officials, healthcare providers and health insurance companies to understand the implications of the ACA, particularly in the context of Puerto Rico's fiscal crisis. Mr. Dox was also part of the team that worked towards the consideration of federal legislation that would allow the Commonwealth a path to restructure its public debt, which resulted in the adoption by the U.S. Congress of the Puerto Rico Oversight, Management and Economic Stability Act (more commonly referred to as "PROMESA").
Mr. Dox returned to the firm in September 2016 as a Limited Member, where he has focused his practice mainly on Corporate Law; Mergers & Acquisitions; Government Affairs (federal and local), including PROMESA matters; Intellectual Property Law; and Health Law.
