Mayra del Carmen Doble-Ruiz is a Partner of the Firm's Corporate and Banking Law Department specializing in Environmental Law and Land Use.  Ms. Doble-Ruiz represents clients before numerous federal and Puerto Rico agencies, including but not limited to, the U.S. Environmental Protection Agency, U.S. Corps of Engineers, Environmental Quality Board, P.R. Planning Board, P.R. Department of Natural Resources, P.R. Regulations and Permits Administration, P.R. Aqueduct and Sewer Authority, P.R. Department of Health, P.R. Solid Waste Management Authority and the P.R. Industrial Development Company. 

She also offers environmental counseling and representation on multiple issues under the federal and local environmental statutes, regulations and guidance, including preparing and reviewing permit applications for air emissions, underground injection, wastewater discharges, storm water management, solid waste generation (hazardous and non-hazardous) and self disclosure efforts.  In addition, Ms. Doble-Ruiz assists clients in all matters related to compliance with land use laws and regulations. She is actively involved in complex administrative proceedings and judicial review of permits, licenses and decisions.
